Agenda
1. Welcome from Chairman – Public forum.
2. To receive and accept apologies where valid reasons for absence have been given to the Town Clerk prior to the meeting.
3. To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests and any written requests for dispensation.
4. Co-option applicants details with councillors and invited to meeting- to discuss and vote if required on co-option.
5. Notes previously circulated from March 25th meeting – to resolve as correct record of meeting.
6. Reports from County Councillor & District Councillors if in attendance.
7. Annual Audit to consider and approve (a) sec.1 annual governance statement (b) sec.2 Accounting statements. (c) to record receipt of Internal audit report. Documents with Councillors.
8. Finances - to approve future and retrospective payments and note income received by Council as listed for April details with Councillors including current balances at bank.
9. Planning applications and decisions
1. S/035/01378/20 Outline erection of 149 no. dwellings and a farm shop; Leagate Farm, Cross Keys Lane. Comments are online.
2. S/035/00435/21 Extension to existing dwelling to provide a sitting room on the site of an existing conservatory which is to be demolished. 45 PARK LANE, CONINGSBY, LINCOLN, LINCOLNSHIRE, LN4 4SW SUPPORTED
3. S/035/00674/21 – Extension to existing hair salon 75-77 High Street –
4. S/035/00533/21 -Extension to existing bungalow to provide attached garage. Keepers Cottage Langrick Rd.
10. May Annual meeting of Council – to elect a Chairman – as the law states at this time from the 7th May; Councils are not allowed to make decisions via any online platform, the government has been challenged but the outcome is not yet known. LALC are suggesting delegated powers are given to Clerk with approval from Chairman and Vice to pay accounts be approved asap (before 7th May) to enable council to continue to function – accounts would be sent out to all for May as normal and we can still hold the meeting on the 27th via Zoom although - any decisions would be limited to being approved formally on June 27th when Council should be back in the Hall.
11. Clerks Report:
1. Land for burial ground – Lease documents land at Community Hall – no movement
2. School Lane/ Laythorpe Gardens – Parking issues – more complaints received information passed on and requested school send out a reminder on safety.
3. Foot path from School Lane to Allan Barker recreation ground- no further information
