Coningsby Council Meeting

September 29th 2022

7.30pm 

In attendance – Cllr Bowen in the Chair, Cllrs Johnson, Donnellan, Wilson, Mair.Sharples, Walker. Olive & Bannister. 

EL District Cllr Stan Avison passed his apologies

ELDCllr Martin Foster attended the meeting. 

Public Forum

4 members of public attended – one speaker with concerns over the car parking in the Community Hall car park, fences have been damaged by vehicles reverse parking. One resident has had the whole fence replaced after the previous one being damaged multiple times; another resident unable to attend has had damage to panels; basically the question was what are the Council going to do about the issue? Speaker quoted a residents informal meeting with Councillors where the idea of a barrier was mentioned, residents believe this was agreed and should have been done, Chairman Cllr Bowen explained that the car park is the responsibility of the Community Hall Committee and believed that they were dealing with this by arranging to move the parking to the opposite side of the park, Council will approach the Hall committee and get back to the residents.

08.37 Notes previously circulated from July 28th 2022 meeting Proposal to accept as true and correct record Cllr Donnellan, seconded Cllr Walker  all voted in favour RESOLVED 

08.38 E L District Cllr Martin Foster apologised over the confusion with the new purple lidded bin roll out which was delayed; things will sort themselves out overtime.

08.40 Finances -  to consider and approve future and retrospective payments and note income as listed for August and September. 

It was Proposed by Cllr Walker to pay as listed, seconded by Cllr Wilson all voted in favour RESOLVED

08.41 A local fund- raising event organiser has approached the Council with regard to providing a defibrillator for Hawthorn Hill, the Stanley Barker Trust has also offered to site one at Dogdyke corner. Proposal that Council take on the running costs and any maintenance of both, Cllr Glyn Olive, seconded Cllr Mary Walker, all voted in favour To accept the gift of funds for both and responsibility for the units ongoing. RESOLVED. 

08.42 Code of Conduct – adopted July 28th minute no. 7.25 – signed and dated by all Cllrs

08.43 Youth Group Proposal – Cllr Bowen has spoken with groups of youths at the Allan Barker who have expressed an interest in attending; adult volunteers have come forward all seems positive. Cllr Bowen asked for support with this: Proposal to support Cllr G Olive, seconded Cllr D Johnson, all voted in favour RESOLVED

08.44 Annual Audit – cleared no issues other than the inspection period was questioned as it was advertised before the accounts were approved. No penalties purely noted.

08.45 Planning applications and decisions – S/035/01582/22/3 withdrawn. S/035/01440/22 -5 Hawthorn Hill – to erect a stable – no objections recorded S/035/01632/22 – Unit 5 Lancaster Court industrial unit – change of use from garage to  warehouse – supported.                                                                                                                   S/035/01715/22 – Bede Farm Cross Keys Lane – extension to existing storage shed – supported. 

08.46 Report from Welby Group meeting – 3 members of Council attended with the practice manager and Simon estates manager who brought along the recent Care Quality Commission report which showed across all areas the practice was rated as good; in general the Welby Group are looking to improve services at the practice and will keep the Council informed of any developments. 

08.47 Clerks report

1. CCTV bank account closed – funds being transferred to Council

2. Reminder asset transfer meeting 20th Oct 7pm Allan Barker

3. Land for burial ground – application in progress

4. Lease docs for Hall car park – with solicitors

5. Custodian trustee doc – with solicitors

6. Works at War Memorial gardens ongoing.
