26/27- 13. Election of chairman

26/27- 15. To resolve to suspend standing orders to allow for members of public to speak

26/27- 16. To resolve to reinstate standing orders for normal meeting procedure 
26/27- 17. To receive and accept apologies where valid reasons for absence have been given to the Town Clerk prior to the meeting. 
26/27- 18. To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests and any written requests for dispensation.
26/27- 19. Reports from County Councillor & District Councillors if in attendance.
26/27- 20. Notes previously circulated from April 23rd, 2026, meeting – to resolve as correct record
26/27- 21. Youth Group – update from Cllr Bowen. 
26/27- 22. To approve the councils Insurance for the next 3-year period (documents provided)
26/27- 23. Finances - To consider and approve payments as listed record 
payments, May 2026 – list with Councillors and April 2026 bank reconciliation x 5 a/c.
26/27- 24. Annual audit papers with Councillors – 
1. The Annual Internal Audit Report is received and noted.
2. The Annual Governance Statement (Section 1) is considered, completed and approved.
3. The Accounting Statements (Section 2) are considered approved. 
4. The Clerk/ RFO sets the commencement date for the exercise of public rights – (3rd June – 14th July)
26/27- 25. To appoint members of:
1. HR and finance committee – (5 councillors) 
2. Burial board and amenities working group 
3. Sports development, pavilion and football club working group 
26/27- 26. Planning applications and decisions  
1. 00277/26/ADV - The Little Acorns Day Nursery 22 School Lane Coningsby. Consent to display - 1no. non illuminated free standing sign and 2no. non illuminated fascia signs (works already completed). – Approved 
2. 00672/26/FUL - Public Conveniences Castle Lane Coningsby Lincolnshire
Planning Permission - Erection of public toilets, provision of hard standing, fencing, associated drainage improvements and electric kiosk.  Existing toilet facility to be demolished. – No objections. 
26/27- 27. To adopt the council’s wreath removal policy 
26/27- 28. To approve the councils grants and donation policy 
26/27- 29. To approve the terms and conditions for the storage container sited (22.05.2026)
26/27- 30. To approve the councils TR1 documents for the transfer of:
a) Title no: LL293323 – Land on the southwest side of Old Boston Road, Coningsby 
b) Title no: LL50054 – Land lying to the south of Allen Road, Coningsby
26/27- 31. Clerk’s report 
1. Lease for hall car park, custodian Trustee docs now signed with solicitor, awaiting update on first registration of land.  
2. Line marking (tennis court) schedule to start week commencing 1st June, notices have been displayed 
3. To decide if the council wishes to purchase and display a wreath on Butts bridge – see request received 
4. To confirm the date of the allotments working group (burial board and amenities group) 
5. Requests for signage on new fencing to clarify usage
