Coningsby Town Council Meeting
January 22nd, 2026, at 7:30pm in Coningsby Community Hall
In attendance: With Councillor Matthew Mason as Chair, Cllrs: Mary Walker, Paddy Donnellan, Amanda Bowen, Ray Evison, Tabbi Bannister, Derek Mulholland, Chris Waites, Glyn Olive and Kevin Moorhouse.
County Cllr Sean Matthews, District Cllr Martin Foster and District Cllr James Knowles.

25/26- 108. Welcome from Chairman
The Chairman welcomed all present and wishes them a Happy New Year.
25/26- 109. To receive and accept apologies where valid reasons for absence have been given to the Town Clerk prior to the meeting.
Apologies received from Cllr Sharples.
Proposed, seconded and RESOLVED to accept these apologies.
25/26- 110. To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests and any written requests for dispensation.
None.
25/26- 111. Reports from County Councillor & District Councillors if in attendance.
Cllr Knowles arrived at 7:35pm.
County Cllr Sean Matthews apologised for not being present at the council meeting as much as he should but sometimes, he has other meetings and events to attend. He told the council that a lot of Road improvements are being completed locally, and the new budget will hopefully allow extra monies to be spent on further road improvements. He also told the council that once the new waste bins are being utilised this will also help bring in income for the county council.
Local Government reorganisation is still ongoing and government will make a decision on this before summer recess.
Cllr Olive asked if he had an update on the unnamed Road in Hawthorn Hill which has been reported via FixMyStreet and directly to Highways officers. Cllr Matthews told the council that he will go and have a look on Saturday, the team are aware of the issue but it might just be the wrong time of the year to get it fixed due to the poor weather conditions. He told the council that the County Council has one of the world best labs for Road surfacing and they are always doing their research and looking for the best fix, the pot hole pro is on trail with the County Council for a year, it has around 3 months left to run so he tries to get this in use where possible.
Cllr Knowles told the council that he has reported the footbridge on Masons Lane which was in need of leave clearance. The clerk told the council that the street bent street pole on this Lane has been reported to FixMyStreet and the leaves which have been reported as a slip hazard.
Cllr Foster reported that he has asked for another case officer to attend enforcement case- EC/02276/25 as the previous office is on maternity leave. He apologised on behalf of the officers for the delay in this case. He told the council that he had the executive board meeting for the budget last night and is hopeful that it will be signed off in February. The East Lincs partnership of shared services was estimated to save 42 million over 10 years but in the last 5 it has already saved 47 million.
Cllr Evison asked for an update on the works scheduled in Coningsby, Cllr Foster told all that Coningsby will be the last to be done in around June as it is the only one being knocked down and replaced with a modular unit. The clerk will send Cllr Foster the informal notes from the site meeting with ELDC.
25/26- 112. Notes previously circulated from November 27th, 2025, meeting – to resolve as correct record

25/26- 113. Youth Group – update from Cllr Bowen
Cllr Bowen told the council that the youth club is going well but it has only just started again after the Christmas break. She told the council that this round of DofE is nearly complete and that JB sports come once a month and do activities with the kids which has been very successful. Cllr Bowen thanked the council for putting on the floodlights over the weekend it has been appreciated by all who attend youth club.
25/26- 114. Finances - To consider and approve payments as listed record payments, December 2025 and January 2026 – list with Councillors and November and December 2025 bank reconciliation x 5 accounts

25/26- 115. Planning applications and decisions
1. Ref: 03864/25/ABT - siting and appearance of the replacement 22.5m mast, revised base and compound arrangement, installation of 2no. cabinets, 3no. relocated and 9no. additional antennas, additional dish and associated ancillary development. Telecommunications Mast 115672 At Sewage Treatment Works Dogdyke Road. The council has no objections.
2. Ref: 03389/25/FUL - Planning Permission - Erection of a dwelling with a link to the existing garage. Plot At 30 Marmion Road. Approved.
25/26- 116. Highways meeting to discuss local issues
1. Hawthorn Hill – complaint of road conditions – Please see Cllr Sean Matthews report. He also told the council that a meeting will be arranged with highways officers to discuss this issue.
2. Orchard way parking – no access for emergency vehicles – Cllr Sean Matthews told the council that government have announced legislation to allow the County Council to put in parking restrictions on pavements, once it comes through it can be investigated. The clerk was asked to write to the residents of Orchard Way as the Town Council cannot help with the complaints received and they must be reported to the relevant bodies. The Town Council has met with highways officers previously and nothing can be done to improve parking in this area at this time.
25/26- 117. Clerk’s report
1. Lease for hall car park, custodian Trustee docs now signed with solicitor, awaiting update.
2. Oak tree donation - Allan Barker site meeting arranged and a date has been schedule with the RAF for the tree planting ceremony, all information is with the councillors.
3. The clerk told the council that she would like the cemetery mapping to give an accurate number of full burials left in the cemetery. She told the council that the fencing has been ordered for housing of excess soil.
4. Bin replacement for the Alan Barker is needed due to being rotten and unrepairable, the clerk will order a new one.
5. Staff appraisals completed, clerk to update at the next meeting.
