Coningsby Town Council Meeting
27th February 2020
3 members of public attended no comments or questions for the public forum.
In attendance Chairman Cllr Martin Foster, Cllr Mary Walker, Cllr Tabby Bannister, Cllr Ruth Sharples, Cllr Marlene Wilson, Cllr Matthew Mason, Cllr Glyn Olive, Cllr Dick Johnson.

101.1 Welcome from Chairman Councillor Martin Foster
102.2 Apologies and reasons heard for absence from Cllr Paddy Donnellan and Cllr Martin Lynch. RESOLVED by vote all in favour.
103.3 Declarations of interest recorded from Cllr G Olive & Cllr M Wilson with reference to Planning item 11.
104.4 Proposal Cllr Olive the notes previously circulated are true and correct record of meeting held on 23rd January 2020, seconded Cllr Johnson, all voted in favour RESOLVED – minutes signed and dated by Chairman Cllr M Foster.
105.5 District and County Cllrs reports, having received apologies from District Cllr Avison, District Cllr Hall & County Cllr Ashton the report was given by Chairman CTC as District Cllr for this ward, from the 1st of April bin collections will be changing, new rounds being set up with the new fleet of vehicles areas should get the same crew each week for collections this will enable any problems to be ironed out quickly and crews will get to know the rounds. Question from the floor – is the move from Manby to Horncastle a done deal and has there been any traffic surveys carried out, also have East Lindsey considered the traffic issues? Cllr Foster replied that he believed all surveys are being completed and that the move was going ahead - Chairman asked the Clerk to contact Horncastle TC to find out their views and also to check online for any reports on consultations.
106.6 Highways – following on from the visit to Coningsby from Cllr Pereton Williams on 24th September 2019 – Councillor Richard Davies visited other parishes in the area with Cllr Ashton and the highway officer for this area, the Gibbett Nook unction was mentioned by Tumby Parish Council who have the same concerns as Coningsby; it is believed that the hatched area requesting that the entrance / exit is kept clear was a result of these visits; this measure does not seem to be helping although there are some motorists trying to adhere to the road markings there are others taking advantage of them and filling the gap. Proposal Cllr Olive Council to send a strong letter to Cllr Hill regarding the lack of communication with no action on any of the points raised – requests have gone in to CLLR PW and CLLR Davies every month. Seconded Cllr Mason all voted in favour RESOLVED. A request is to be made to the local highways officer to visit and meet with Coningsby Cllrs rather than the County Cllrs for Highways.
107.7 Burial Board walk around – Notes approved as a correct record proposed Cllr Walker seconded Cllr Olive vote in favour unanimously RESOLVED. Training at Horncastle on May 1st Cemetery management request to send 3 delegates from Coningsby Proposed Cllr Johnson, seconded Cllr Wilson all in favour Clerk will book places and inform Councillors.
108.8 Outside groups – Cllr Lynch had sent in a request for consideration by council, in reply to the items Police need to be informed of any antisocial behaviour, Council cannot take the lead in these issues. Planning concerns on infrastructure have been forwarded to head of planning at East Lindsey; these are mentioned constantly by Council sadly not backed up by other agencies, meeting with businesses/service providers could be an option to look at this proposal will be on agenda next meeting, meanwhile clerk will write to key partners, Chemists, Doctors, Schools, Dentist etc. to find out what their views are on this idea.
109.9 Car Park – Community Hall, the working group visited the site when in use and decided that the space is being well used without markings, signage was agreed and has been installed all is working well with around 25 – 30 cars using the space.
110.10 Office request – to replace the much worn carpet, two quotes received, Proposal to purchase and fit carpet for £335 Cllr Mason seconded Cllr Walker vote taken all in favour RESOLVED
111.11 Planning - S/035/00208/20 Garage extension at bungalow Pingle – no objections to extension but require clarification on which plan is being used as there are two conflicting plans submitted one brick and tiled roof and one wooden clad with metal roof. S/035/00273/20 Kings Manor Phase 4 – changes to layout this has already been mentioned at the meeting with Victoria Burgess who is taking Councils concerns back to head of planning including the amount of traffic exceeding the legal numbers on the junction Park Lane/ Hoplands Rd, and the removal of garages and additional shared accesses these cause many disputes and council feel they should be avoided. Council also asked could we please get the planners to look at the long term and the full picture in terms of impact on the infrastructure in addition to the plan in question as the singular approach is not working.
