      89.2     Apologies from Cllr Sharples, Cllr Lynch, Cllr Foster and letter of resignation           from Cllr Beamish due to personal commitments.

  1. No additional declarations of interest at this point.

91.4     Notes previously circulated from meeting held 28th November 2019 proposed as a true and correct record of the meeting, Cllr Matthew Mason, seconded Cllr Dick Johnson, all voted in favour RESOLVED – Chairman signed and dated the minutes.

92.5     East Lindsey Cllr Stan Avison had nothing to report, no meetings had been held.

Lincolnshire County Councillor Tom Ashton – confirmed that Debbie Barnes is now the LCC full time Chief Executive and continues to cover her previous role in Children’s services. Budgets are being discussed and consultations are on the website if people would please put their views forward this would be helpful.  Cllr Wilson brought up the state of the roads in particular the B1192 which is a major tanker route that is suffering with serious subsidence.  Cllr Walker asked for an update on Fix My Street – this system is under review.

93.6     Highways – no feedback from the visit to the parish, Cllr Perraton Williams had been contacted but no replies received to date.  LCC Tom Ashton is to follow this up and find out what if any progress has been made.  Cllr Mason asked about road signage and the usefulness of the signs once the reflective surfacing has worn of through age, is there not a recommended life span when these should be replaced as non-reflective signs are being used to get out of speeding fines as they are not visible. Cllr Ashton replied that although very important unfortunately road signage is low priority with pot holes and road surface being a bigger safety value.

            Cllr Olive – funding could have been spent a little at a time to replace signage making it less expensive in one financial year. Cllr Bannister asked about funding from additional housing built in the village, this is always being asked and the fund from the developers does not seem to feed back to where it is needed most.

94.7     Outside Groups – Community Hall meeting fees increased by 50p per hour. RBL AGM saw new officers in place treasurer, president & chairman.  Stanley Barker Trustees did not have any eligible applications this round, new deadlines to be advertised shortly.

95.8     War Memorial – lay by gardens and trees, discussed, Clerk to get three quotes to crown lift and carry out work on the trees. Gardens are to be visited on February 15th following the Burial board meeting ideas will be brought back to the Feb Council meeting.

96.9     Car Park – Community Hall after discussion on what markings and signage was required etc., the proposal to pass this to the working group to deal with was agreed, the group have executive powers to allocate works.

97.10   Request Rotary – recycling initiative by Rotary International to recycle cans, for building Helipads – this item for information only , request for siting in Coningsby will be made to East Lindsey District Council.

98.11   Planning – no applications or decisions.

100.13   Clerks report – Confirm the burial board meeting 15th February 10am. A seat is being fitted near BBMF, this has been given permission from RAF, BBMF and Highways – information only.

Councillor Johnson requested to move into closed session – seconded Cllr Mason. RESOLVED.

Cllrs Johnson, Olive & Walker declared an interest, able to discuss but not vote.

Hodgkinson solicitors are working on the documents, Council are in possession of the deeds for the land alongside the Community Hall.

Instruction has been given for the solicitor to write the covenant / agreement also a lease between the Council and Community Hall needs to be written up, Council instructed Clerk to get them to write up all these documents for approval at next meeting, proposal made that the Council as owners of the land continue to pay the rates and maintenance on the Car Park, this could not be voted on due to members of Community Hall Committee, to be discussed at next meeting February.

Ideas for Christmas lights at War Memorial were shown to Council – clerk was asked to get prices and bring back to meeting later in year.

A boot scraper has been requested near to the MUGA entrance to allow boots to be cleaned before entering the 3G pitch, cost £229; Clerk was instructed to place an order under delegated powers as this will save money in the longer term.
