17th September - HR and Finance - Notes

Coningsby Town Council HR & Finance Meeting  
September 17th, 2026, at 6:00pm in The Council Office 

In attendance: With Councillor Paddy Donnellan, as Chair, Cllrs: Glyn Olive, Amanda Bowen, Mary Walker and Tabbi Bannister.

Meeting Agenda

HR – 26/27-10. Welcome from chairman 

The chairman welcomed all present and thanked them for coming. 

HR – 26/27-11. To receive and accept apologies where valid reasons for absence have been given to the Town Clerk prior to the meeting. 

None. 

HR – 26/27 – 12. To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests and any written requests for dispensation. 

Cllr Walker declared and interest as she is associated with an employee of the council so cannot be involved in any discussions regarding salaries.
     
HR – 26/27 – 13. To review council accounts in comparison with budget for 2026-2027 so far.
    
The council reviewed the accounts and are happy with the council’s current financial position. 

The following points where noted:
* Maintenance is down by £4,589
* Salaries are up by £4,448
* Cemetery income down £2,681
* High VAT reclaim as for 9 months of £16,827
* Overall, for April- August – Rec: £117,923 minus expenses £67,636 = £50,287

HR-26/27 – 14. To review the councils current bank accounts – Investment opportunities – see handout

It is RECCOMDED that the council invest £100,000 towards cemetery land into CCLA account with 3.95% interest. 
        
HR – 26/27 – 15. Next meeting of HR and Finance 19th November 2026 in the council office.  

HR – 26/27 – 16. To resolve to move into closed session as required- Under the Public Bodies (admissions to meetings) Act 1960

Proposed, Seconded and RESOLVED to move into closed session. 

1) Review of assistant clerk to be arranged – This has been scheduled for Monday 5th October 2026 with Cllr Bowen. 

2) Play area caretaker applications – 2 applications received and reviewed. Interviews to be carried out by the clerk and Cllr Bowen on the 5th October. 

3) Dates for 2027 appraisals – 12th February with Cllr Donnellan in attendance.
