Coningsby Town Council HR & Finance Meeting
March 12th, 2026, at 6:00pm in The Council Office
In attendance: With Councillor Kevin Moorhouse, as Chair, Cllrs: Paddy Donnellan, Amanda Bowen, and Matthew Mason.

HR - 25/26-9. Welcome from chairman
The chairman welcomed all present and thanked them for coming.
HR – 25/26-10. To receive and accept apologies where valid reasons for absence have been given to the Town Clerk prior to the meeting.
None.
HR – 25/26 – 11. To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests and any written requests for dispensation.
None.
HR – 25/26 – 12. To review the committee Terms of reference
Proposed, seconded and RESOLVED to approve the terms of reference with no changes made.
HR – 25/26 – 13. To review council accounts in comparison with budget for 2025-2026
The council is in a strong financial position. Councillors reviewed the comparison of this year’s and last year’s expenses against the budget and were satisfied that they understood the figures presented.
HR - 25/26 – 14. To review staff appraisals now completed and any actions to be implemented
These were reviewed at the last council meeting, nothing further needed.
HR – 25/26 – 15. Next meeting of HR and Finance 11th June at 6pm in the council office
HR – 25/26 – 16. To resolve to move into closed session as required- Under the Public Bodies (admissions to meetings) Act 1960
1) To review clerks’ current position – probation period has ended
Proposed, seconded and RESOLVED to end probation. Council is happy with the clerk and thanked her for all her hard work.
2) Review applications for assistant clerk
Councillors reviewed all applications and shortlisted 3 for interviews.
Proposed, seconded and RESOLVED to for the clerk and Cllr Bowen to conduct the interviews.
3) Set interview dates
Proposed, seconded and RESOLVED to interview candidates on the 30th of March 2026 from 9:30am.
