133.1      Welcome to all from Chairman  Cllr Paddy Donnellan

 

134.2      Apologies and reasons for absence, heard from Cllrs Foster & Moorhouse

 District Cllr Stan Avison.  T Councillors absences were approved by vote.

 

135.3.     No declarations of interest at this point.

 

136.4      Notes – previous meeting held 28th February previously circulated, Cllr M Mason proposed, seconded Cllr M Walker that these be signed as a true and correct record, Resolved by vote signed and dated by Chairman.

 

137.5      County Cllr T Ashton reported the budget process is confirmed LCC have increased the level by 4.9% wit 2% of this going on adult social care. Lincolnshire is one of the lowest council tax bases in the country. LCC are carrying out a Heritage review with the Battle of Britain centre here in Coningsby being part of the review as are the Usher Gallery this is possibly going to be amalgamated with the Gallery  as they are costing a lot of money for very little visitors.  15th April to 5th July Bardney Bridge will be closed for essential works.

 

138 .6     No reply to date from Cllr Davies on the matter of a visit to village to view problem areas mainly Gibbet Nook and Lay by at War Memorial.

 

139.7      Outside groups – none to report

 

140.8      Parking at War Memorial, trailers have been removed; a letter has been sent regarding a 2hr waiting restriction to Highways.  No reply to date.

 

141.9      Highways – as discussed above, question asked if there is a possibility of bringing back the Area Forums maybe a local group with surrounding parishes/ Coningsby & Mareham Le Fen Ward. Clerk to write and get other councils feelings for this.

 

142.10   Speed Watch scheme – Cllr Mary Walker as one of the volunteers gave an insight into the work required and the on the job learning achieved, more volunteers are required, the team have been out once with the gun on Dogdyke Rd for an hour resulting in three warning letters being sent out by the RSP to drivers of speeding vehicles.

 

143.11  Rickard Trophy – awarded this year to Kathy Roberts for work in the village outside the role of clerk.

 

144.12   Planning - S/035/00423/19 Erection of a detached garage and office, 61 Hawthorn Hill, Dogdyke, Lincoln, LN4 4XA –concern over future of property usage. S/035/00429/19  39 Silver Street, Coningsby, Lincoln, LN4 4SG – support, signage Italian Restaurant.

 

145.13 Annual Parish Meeting – Guest speaker confirmed Mr Michael Czajkowski will give a presentation on the time keeping in Coningsby.  Proposal to purchase refreshments, seconded all in favour. Resolved.  APM 18th April 2019 7pm start.

 

146.14   Flag flying – Council resolved by vote to fly the Polish flag for the Heritage day 3rd May.  Brief Information sheets can be picked up from council office, also available at APM

148.16   Clerks report – Circus is attending the Allan Barker and will be here for 1 week from the 7th to the 1th April, Community Payback teams are working in the Cemetery on Dogdyke Road and are making good progress starting on the old section and working across. Allan Barker drainage works are now complete; Quarry Discoveries will be on display in the Community Hall on Tuesday 23rd April with chance to chat to the archaeologists. The litter pick is arranged for Saturday 6th April at 9.30am if anyone is available to attend and again at 12.30pm for late risers.
