Coningsby Town Council Meeting

April 25th 2019 – Community Hall Silver Street 7.30pm

In attendance – Cllrs  M Foster, P Donnellan,  G Olive, D Johnson,  M Walker, S Beamish, M Wilson & R Sharples   ------      District Cllr S Avison

4 members of public – Concerns about the potential of further traffic issues with the continual building works at Kings Manor/ Hoplands Road sites; Council will be passing on these concerns along with other items for consideration of E L Planners and Highways.

Agenda

  1. Welcome from Chairman Cllr Martin Foster to the last session of this elected term.

 

  1. Apologies and reasons heard from Cllr Moorhouse and Cllr Mason,  Cllrs accepted reasons for absence resolved by vote.

 

  1. No declarations of interest at this point.

 

  1. Notes  - With amendment, Cllr Beamish was not in attendance her name was deleted, proposal Cllr Walker that these be signed as a true and correct record of the meeting held 28th March 2019, seconded Cllr Johnson, all in favour resolved

 

  1. District Cllr Stan Avison wished to note that three District Cllrs were elected uncontested our own Cllr Martin Foster, Cllr Avison and new to council Cllr Alex Hall.     Cllr Walker asked if the tip at Kirkby on Bain is to close, where will the nearest waste disposal point be for residents in this area. District Cllrs could not give full answer as this was news to them as to the possible closure of the tip at K on Bain. The question would be asked and an answer provided ASAP.   Council now have a liaison officer who will be attending the office tomorrow Friday, Cllr D Johnson will attend with Chairman and Clerk. If Cllrs have any questions to put to her please forward them via the Clerk.

 

  1. Cllrs Walker & Sharples attended the open evening from the Kirby on Bain Quarry, a very interesting evening with lots of artefacts already found on display; the team will be on site for at least 2 more years.

 

  1. TRO information sent to LCC Ashton regarding limited waiting time at Lay by, no further information to date.

 

  1. Highways visit – Councillors requested a letter expressing their unrest at the lack of responses from officers. Copy to Cllr Martin Hill, Cllr R Davies & Cllr T Ashton.

 

  1. Planning – none to record

 

  1. Proposal to appoint Carol Jones to carry out internal audit, Cllr Johnson, Seconded Cllr Walker, all in favour resolved

 

  1. Finances – Proposal Cllr G Olive to pay all accounts as listed for April and note bank balances, seconded Cllr R Sharples all in favour resolved

  1. Land at side of Community hall Silver Street details of the deeds have been passed to Councils solicitor who will contact Land registry to change ownership to Coningsby Town Council; the councils solicitors will now be instructed to compile the covenant document for releasing the funds from Stanley Barker Trust for the refurbishment.

 

  1. Clerks report – Community Payback team is working well at the cemetery, it has been suggested that the fencing at the play park needs re doing, this is something these people would be willing to do if Council are happy to let them, also we could get the area cleaned up between the play area and doctors, remove the fence on doctors side and possibly save this for any future repairs.  Council agreed to the above works being done by the pay pack team. Clerk explained that the only cost to Council is tea, coffee, biscuits and milk each week.

 

Proposal to move into closed session, seconded, all members of public were thanked for attending and left the room.

After discussion it was decided that a sub – group would be formed Cllrs Foster, Donnellan, Johnson, Olive & Mason to consider the proposals and bring information back to Council – first meeting to be held 2nd May 2019 to discuss suitable contractors and specifications etc.

Fencing to the rear of the property will need to be discussed with the owner of the adjoining property as he has offered to contribute towards the cost.
