16th June 2026 - Sports Development Minutes

Sports Development, pavilion and football club working group meeting
Held on Thursday 16th June 2026 at 6pm in the sports pavilion
In attendance Cllrs Kevin Moorhouse, Amanda Bowen and Mulholland. Con FC: Sarah Bonner, Ben Bonner, Steve Berry, Ollie Eelkington, Mark Money, Chris Money, Michelle Money, Nikki Todd and Rory Heslan. 
Items for discussion:
1. Apologies 

Apologies from Cllr Mason and Evison. 

2. Report from Coningsby Football Club and any requests they wish to be considered by council

* Steve Berry reported that the footballs club has had a relatively good season, finishing 4th in the league.  
* Expenses totalling £8,843 and an income of £10,485, without income of the £4550 grant for the container they would be running at a loss. 
* Ref fees currently £50 per game. Total of £1,500 per year plus FA affiliation costs. 
* FC have now taken on Woodhall Spa under 13’s full time. They come with management team of parents, but they just need somewhere to play. 
* Pitch marking costs around £500 per year
* There has been a period of expansion for the club
* If they continue to use money at their current rate, they will not exist in two years
* They want the council to consider the fees for the coming year which will allow them to continue here. 
* CFC have been playing since 1947. 
Cllr Moorhouse thanked them for the report. 

Questions raised:
* What are the players charged? £5 per game, but not all people can afford this. 
* Do they charge for youth teams? £20 per month for new Wednesday under 13’s.
* All CFC players pay fixed subs which are £20 per person which includes all training sessions and matches. Youth sessions on Monday are £2 per child but this is a community session which is open to all from school years 3-7. 

Requests to be considered:
* Lighting installed to be moved to the correct possession as previously discussed not been useable for last 2 years as lighting is not in the right place to light up pitch. 
* Access to toilets during sessions on the field
* Reasonable annual fee to include
Mondays – Community youth sessions – MUGA and Pavillion – 7-9pm
Tuesdays – Adult training session – field only 
Wednesdays – 6-7:15pm – youth pitch on grass and access to toilets for one 10-minute break before ukulele starts at 7pm
Saturdays – 1:30-4:30pm – 19 matches and 8 pre-season friendlies. 
Sundays – 10:30-12:30 – 11 youth matches 
All tokens and all cup games if needed. 
* Lease for raised pitch so CFC can apply for funding to get the pitch to a playable standard. This will also open other possible areas of funding for the club. 
* Swap the home and away changing rooms around as the away team room is currently bigger. (this will just be a change of plaque, on access doors) 

3. Additions to the recreational ground for 2026-2027 to be discussed 

* Designated dog secured place
* Updates to BMX track
* Small youth pitch which people can use for free
* Marked out cricket pitch 

4. Current hire fees/ hourly charges for all users to be discussed

RECCOMENDED for: 
Pavillion - £12 per hour or £60 for day 
MUGA - £10 youths £20 adults 
Tennis court - £10 (reduced by £10) 
£5.00 per light token
£350 community event hire
£650 commercial event hire
       Coningsby football club: 
Mondays, Community youth sessions – MUGA and Pavillion – 7-9pm £20x52 +£24x52 = £2,228 
       Tuesdays, Adult training session – field only – no charge 
Wednesdays, 6-7:15pm – youth pitch on grass and access to toilets for one 10-minute break before ukulele starts at 7pm £2x52= £104.00
Saturdays, 1:30-4:30pm – 19 matches and 8 pre-season friendlies. Pavilion £36x19=£684
       Sundays, 10:30am–12:30pm – 11 youth matches: pavilion hire at £24 x 11 = £264.
       All tokens est £5per token x 5per week - £25 x 12 weeks = £300
Cup games if needed. Pavilion £36.00 but only has one last year but could have up to 16.  Between £36 and £576
Total cost: £3,280.00 this figure does not include tokens and cup games as subject to change. 

RECCOMENDED for council to increase fee by £100 to £1,600.00 for 2026-2027.
RECCOMENDED for council to lease raised pitch for 3 years at £1 per year.  

5. Other matters

a) Please see information sheet completed by work experience student to advertise what is on site at the Alan Barker – To be emailed to all. 

6. Recommendations to council:

4. RECCOMENDED for council to cover costs of moving lighting into correct position as should have been done when works completed. 

5. RECCOMENDED for council to swap door plaques on home and away rooms. 

6. RECCOMENDED for council to investigate:
* Designated dog secured place
* Updates to BMX track
* Small youth pitch which people can use for free
* Marked out cricket pitch.
